REPORT OF THE SELECT COMMITTEE ON THE

APPROPRIATION FOR 1951-52 ORDINANCE

1951.

The Select Committee appointed to consider the Appropriation for 1951-52 Ordinance, 1951, together with the supporting estimates has the honour to submit its report.

The Committee has not included in its report any reference to items which received the approval of Finance Committee between the times when the draft estimates were first finalized and subsequently presented to Legislative Council. The Committee has also not made reference to posts which have been transferred from one department to another nor to promotions among classes of the same grade within the approved overall establishments during the same period.

HEAD 1 HIS EXCELLENCY THE GOVERNOR

The Committee recommends the reduction of the provision for Personal Emoluments by $1,296 in respect of vacant posts and notes His Excellency's decision to delete the provision of $5,000 for Carpets under Special Expenditure.

HEAD 2

AGRICULTURE, FISHERIES, AND FORESTRY DEPARTMENT

The Committee recommends the transfer of a number of posts from the non-pensionable to the pensionable establishment.

HEAD 4 CIVIL AVIATION DEPARTMENT

The Committee notes that one Telegraphist Class II is personally pensionable and is correctly shown under the pensionable establishment. It recommends a reduction of $7,450 in the provision for Flying fees for staff.

COLONIAL SECRETARIAT AND LEGISLATURE

The Committee supports an increase of $2,100 in the provision for Casual labour in order to permit the training of part-time staff in the Coding Office to deal with cables during periods of heavy traffic.

COMMERCE AND INDUSTRY DEPARTMENT

In view of the increased work of this department arising partly from the American embargo on imports into the colony, the Committee recommends the restoration of the post of Assistant Director (Industry) which it was proposed to abolish. Senior Executive Officer Class I now seconded to the Department will in consequence not in future be required.

CUSTODIAN OF PROPERTY

The Committee notes that the administrative control of this department is now vested in the Accountant General and that, in future, the staff will be included under the Treasury. It is therefore necessary to provide only $4,200 instead of $16,800 for the personal emoluments of the former Custodian of Property while he is on leave pending retirement.

HEAD 9

EDUCATION DEPARTMENT

The Committee recommends certain transfers of posts between the pensionable, non-pensionable, and temporary staffs.
